I got the solution, if you got this issue it also helps to reduce mouse lag (said a friend)


do, ctrl+alt+delete and go to tasks

then change the priority of the following tasks to low:

-steam.exe
-hl.exe

it's a rare problem, i had it myself and found it after a long search on the internet
