Maybe Java placed it there. I don't know (maybe Google does). But you don't have it from runescape. I never played that but i have the sounds.

edit: I don't think it's from Java. Searched a bit and the first results could not answer the question why it is there, if it was from Java i think some people would have found it out?

maybe this sound is used in another windows easter egg (small game) which nobody ever found
