Vent rule

I think it is needed to alter the no CT in vents rule, i have no problem with it overal but my suggestion is:

Alow CT's in vents AFTER 0.00, this will prevent ventcamping and will save us alot of hard time and waiting.

we had a round on the new space map, there where 5 Ts in vent and the round took 20 minutes..

and faatzor I will continue killing the Ts who have not played the games and who camped instead of that in vent. cause its unfair for the other Ts.

I actually came up with that proposal when I talked with Marksel about this topic due to the excessive ventcamping in vc__jail_nexus (the Starwars map). Insofar, I also think that this vent-exception is needed like there is on HnS. CTs should have the possibility to do something against them without breaking the rules.

Vent rule is pretty clear now.
