BB server Anti airbase

I have an idea about how to make airbases useless... It shouldn't be too hard to do either. Simply add a respawn to all cts and 30+ seconds to climb back to their bases before round starts. Also having semiclip while climbin back up would be nice. This would make cts unable to create bases you cannot access since they can't climb there. Downside would be that people might block the spawns and all would be trapped there, unable to escape and terros would boost and kill you all :] But anyone can trap terrorists in their bases too so i doubt it will be too much of trouble. Please consider.

E: This would also counter the noobies who make me fall second before round starts :]
