Maybe add a function like..

1 HnS per map
HnS can be activated by a command "/HnS" so a vote will pop up for the ct's to do it or not. (can only be activated by ct's so if T's type /HnS nothing will happen)
If HnS is accepted, when you die, add a camera view only direct from the ct's and not the terrorists. (first person, not floating because of possible adjusting etc)

Sounds like a good idea to me, it's hard to program but still. Would be a very good solution.
