Important question:

The CT team is full, and just one person commanding. Everyone got mic but noone is taking over the command when commander die. The question is: Can you teamswitch those without mic/thats not taking over command because when I say do a mic check they often say: We got enough mics. It says in the rules you must have mic to be CT.

In those cases, then I would see the CT team as fooling around and not helping out the team. If members are there, then some sort of action should be taken (warn them to start commanding). There are always at least several people who are willing to command.
