He killed me in the beginning of the round and tried to teamkill other CT's before getting killed himself. When i asked him why he did it he denied it happened.

You've only gotten 1 teamkill on screenshot? If it was on purpose it would've lead to a slay, maybe a kick if he did it before. If this was only one teamkill, it's not enough proof.

Seeing that nase and Trizze were there they could've punished him, I think this is not enough proof.

He just joined the server, there was a ct spot and tried to kill all CT's, he killed not only 1, he killed about 2 or 3 people but rambo actually doesn't have this on a screenshot. After he got killed he suddenly left... Typical guy who should be on strike 2 at least but the pictures don't show much about his behavior. When you have seen him how he acted you would say the same.

It isn't OK, he says that 1 TK isn't enough for ban but it's enough for slay/kick.

The members should have seen that, then!.
Now we cant do anything, couse its not enough for strike 1?
and we cant bann him like for 1 our for that or something..
