1 setting that would be good

survivor rounds should be removed (0%) and plague rounds should become oftener and have 2 survivors not only one (zp_plague_surv_number set to 2) nemesis 1 is enough all ppl know.

When im playing at zombie I used to make nemesis nonstop and people like it. I even called a vote for it. Also for survivor, they like that as well.

then this was different peoples bot mostly the don't like survivor cause its rare that the survivor wins and if there are so many people who like it then let it in but make plague rounds in again cause they have the most action factor somehow.
