You cant, you will get contacted by the nD team if they want anyone in the team. meanwhile the only thing you can do is to try to help out as many as you can on our servers.

No, If a member/admin see's you helping out alot on the server they will recommend you to a admin and they will take that players name into the next recruitment and if they all think your a good player they will invite you to the nd team
